Infrastructure project origination and development
SMEC Infrastructure Fund - Preparatory work towards a “SMEC Infrastructure Development
Fund” including conceptual planning, structuring, preparation of documentation, and
establishment of a seed asset portfolio.
Infraco Asia - Project pipeline identification study for Infraco Asia identifying some
22 potential infrastructure investment projects in Philippines, Lao PDR, Vietnam and Cambodia
PNG SEL - Start-up CEO and executive director of PNG Sustainable Energy Limited – a
company mandated to develop and invest in commercial power generation facilities. Directly
involved in project development activities including Stanley Gas Power Station and various
hydro projects
Strategic and project planning (as project manager/team leader as well as technical input)
PNG: MRDC Project Management Unit - Strategic and corporate planning for the
establishment of an Infrastructure Project Management Unit within the Mineral Resources
Development Corporation of PNG with a mandate to implement GoPNG infrastructure commitments
valued at up to PGK200m per annum.
China: Tienjin Metro – feasibility study for 20km metro rail line for the port city of
Tienjin.
India: Delhi to Yamunanaga Tollroad – feasibility study for a 100km expressway along
the main transport corridor north of Delhi
Australia: Sydney Melbourne High Speed Rail – prefeasibility studies for a 1000km high
speed railway (in conjunction with CSIRO)
Australia: Brisbane City Enterprises – strategic and corporate planning for an entity
to commercialize the skills, systems, and technologies of Brisbane City Council
Indonesia: Jatigede Multipurpose Water Resources Project – consolidation and
restructuring study of a project to provide industrial and domestic water supply, 180MW hydro
power, and irrigation development

As Regional Manager Indonesia responsible for all SMEC’s consulting operations in
Indonesia
As General Manager Transportation responsible worldwide for SMEC’s largest sectoral
group (representing around 60% of SMEC’s engineering consulting activity) involving highways,
ports and harbours, airports, and railways
As General Manager Technical responsible for all SMEC’s technical resources, strategic
planning, and for technical quality of project work
As Executive Director International East responsible for 50% of SMEC’s international
operations (all countries east of Bangladesh)  including: marketing, resourcing, and project
delivery; project development and investment activities; establishment, purchase, and
direction of local subsidiaries; financial management and reporting; strategic planning
